engineering, construction and related technical consultancy services.
Property management services of real estate on a fee or contract basis.
Construction work for social services building. Repair and maintenance
services relating to buildings. Procurement consultancy services. This list
is not exhaustive. Title attributed to the contract by the contracting authority: East
Lancashire LIFT. The contracting authorities are seeking a private sector partner or
partners to participate and invest in a new Public Private Partnership
vehicle which will provide (or arrange for the provision of) Partnership
Services (including property management, procurement consultancy,
architectural, engineering, construction, technical and building services). The PPP vehicle will also provide/manage the provision by its supply chain
of a mixture of new build and refurbished serviced community-based health and
social care facilities under lease arrangements. These may include
intermediate care facilities, health centres, resource centres, walk-in
centres, drop-in centres, outpatient and diagnostic facilities, GP and
dentists' accommodation, pharmacies and facilities for professions allied to
medicine. The PPP vehicle will provide the facilities to tenants on leases of
serviced accommodation which meets defined standards throughout the lease
term. The PPP vehicle may also provide facilities management services (such
as building maintenance, repair services, and grounds maintenance services)
to other buildings within the contracting authorities' estate. Applicants should consult the memorandum of information accompanying the
pre-qualification questionnaire for further information on the schemes,
proposed structure and contract periods. Total quantity or scope: the estimated capital value of the schemes in the
first tranche is in the region of 15 000 000 GBP. Further schemes forming
part of this project may result in the total estimated capital value
(including first tranche projects) being approximately 65 000 000 GBP. |

provisions: see 9 and memorandum of information. Dispatch of invitations to tender to selected candidates: estimated date
9.12.2002. Award criteria: the most economically advantageous tender in terms of
criteria as stated in contract documents. This notice is a mandatory one. The contract does not relate to a project/programme financed by EU funds. Expressions of interest must be by way of completion and return of the
pre-qualification questionnaire (PQQ). The PQQ must be returned by the time
and date specified in 10(b). The partnerships for health extranet portal will
be used through the procurement process. For access to the portal or for
non-electronic copies of the PQQ, use the contact address in 10(c). Hyndburn and Ribble Valley Primary Care Trust is acting as lead authority
on behalf of the contracting authorities listed in 1 (and their statutory
successors and public sector health and/or social care organizations created
as a result of health or local authority reorganization in the geographical
area described in 3. Partnerships for Health Limited is the joint venture company, established
by the Department of Health and Partnerships UK plc, to implement the LIFT

organizations/individuals such as: local NHS Trusts and other NHS
organizations), local authorities, the local general practitioners, dentists,
pharmacists, other primary care practitioners, professions allied to medicine
and voluntary sector organizations. The selected private sector partner will suscribe for shares in the new
PPP vehicle which will enter into a contract to provide partnering services
for a period of up to 25 years and construction and hard facilities
management services for projects arising in the initial 5-year period. The
PPP vehicle will be required to competitively tender the provision of
construction and hard facilities management services on a regular basis
